Charges against two men, including a man from Excelsior, have been filed stemming from a November 2016 sting operation by Minnetonka Police Department.
Steven Charles Martin, 70, of Excelsior, is charged with one felony count of soliciting a child for sexual conduct through electronic communication. Benson Wahagi Mwangi, 39, of St. Paul, is charged with one felony count of hiring a prostitute under 18 years old but at least 16 years old.
According to the criminal complaint, Martin allegedly responded to an online advertisement for sexual services. Law enforcement posing as a 15-year-old female corresponded with Martin regarding sexual acts. Martin agreed to meet to exchange money for sexual acts at a provided location, whereupon he was arrested by law enforcement. He allegedly admitted to agreeing to exchange money for sex with a person he believed to be a 15-year-old female.
